Petition for the Removal and Replacement of the Members of the Jefferson County Development Authority (JCDA)
The goal of the Jefferson County Development Authority (JCDA) in Jefferson County, West Virginia is to improve the quality of life for all Jefferson County residents by developing and promoting commercial opportunities for new and expanding businesses. The current Members of the JCDA have demonstrated the willingness to go against this goal of improving the quality of life for residents and have been ignoring the will of Jefferson County residents in decision-making. As a result of those Members’ actions, the JCDA no longer functions as an elected body which is accountable to the will its residents and is acting as an independent decision making authority.
WHEREAS The Members of the Jefferson County Development Authority have acted outside the will of WE THE PEOPLE and registered voters of Jefferson County, West Virginia.
WHEREFORE, WE THE PEOPLE and registered voters of Jefferson Country, in accordance with the West Virginia Constitution and Section 7-12-3 of the West Virginia Code, hereby demand that the Jefferson County Commission exercise its authority and remove all current Members of the Jefferson County Development Authority (JCDA) and replace them with Successor Members.

Statement from Jefferson County Vision
On September 26, 2018, Jefferson County Development Authority (JCDA) Ex. Director Nic Diehl was quoted in the Spirit of Jefferson newspaper attacking Jefferson County residents for opposing the government-sponsored Rockwool insulation plant near local schools. View Article Here
Diehl actually told the Spirit, “Rockwool is the kind of company we need in Jefferson County.” JCDA is failing in their mission. Smokestack bureaucrats like Nic Diehl love to subsidize heavy industry in school zones, which is why they keep their deals secret, work to limit public involvement, and operate outside the law. We oppose tax dollars for toxic companies and we are going to hold the JCDA accountable, both in court and at the ballot box.

The ultimate goal of the Jefferson County Development Authority (JCDA) is to improve the quality of life for all Jefferson County residents by developing and promoting exclusive commercial opportunities for new and expanding businesses. The JCDA positions Jefferson County for these opportunities, works to improve the business climate in Jefferson County, and manages the Bardane and Burr business parks.
The JCDA also works to attract and support Eastern Panhandle entrepreneurs to create new businesses, job opportunities, and investments in the county. We work with existing businesses to solve problems and expand operations, helping prove the fact that West Virginia is one of the top states for business in the country.
When the JCDA’s flagship project, Rockwool, comes with health safety studies for our kids and pollution monitors by our schools, it is no surprise that our community is yelling FULL STOP. Now, in the face of overwhelming opposition, the JCDA is digging in on Rockwool and trying to jam it through. Instead of attacking the community he is supposed to work for, Nic Diehl needs to change direction. The JCDA needs to operate transparently, raise its standards, and attract businesses that actually complement our economy. We must do far better than Rockwool.
Jefferson County is already growing with rising incomes and low unemployment. We are the gateway to West Virginia and can continue to have smart growth that reinforces our strengths in tourism, agriculture, government, education, and technology. We need a JCDA that understands what works in Jefferson County.
